Invitation to tender
As transport needs arise operators on the Council’s List are invited to submit competitive Tenders to carry out the work.
Such Tenders may be invited as a result of new or additional requirements being identified or following the expiry of the previous Contracts and/or where a rescheduling exercise may have been carried out by the Council.
For Home to School Transport passengers the option may be given for Tenders to be submitted on the basis of a special Contract vehicle being provided or for the provision of seats on a registered local bus service unless special considerations exist which preclude that option being given
Dependent upon the nature of the services to be tendered and the value of the contract tenders may be advertised either via the Official Journal of the European Union (OJEU) or by way of a competitive tender process where those on the Approved list will be invited to tender for services where they have indicated an ability and preference.
In an emergency situation or where specialist transport requirements have been identified competitive tenders may be sought only from a limited number of operators so long as these are in keeping with other regulations and guidelines.
Particular attention is drawn to the fact that optional or alternative arrangements may be advertised. Where more than one vehicle might be required to carry out the work a Tender may be submitted for part or all of it.
Requests for Tender documents must be made in accordance with the notes which will accompany the outline details and invitation to Tender or as specified in the entry on the OJEU website.
